Charge or ban? The two systems

England's Clean Air Zones let you pay a daily charge to drive a non-compliant vehicle in. Scotland's Low Emission Zones do not: non-compliant vehicles are simply banned, with a penalty for driving in. In both, a petrol car generally needs Euro 4 (2006+) and a diesel Euro 6 (Sept 2015+), and electric cars are always exempt.

Not every zone charges cars. Class C and B zones such as Bath, Sheffield, Tyneside and Portsmouth only charge taxis, vans, buses and lorries, so most car drivers pay nothing there.
